Q: My brother is being charged for a crime in Colorado. He was charged for a similar when he was a minor. Can this used?

My brother is charged with a sex crime. He was charged with a sex crime when he was 16 but our family was told those records were sealed.He is now 38. In the state of Colorado can these files be brought back out and used against him?
