Q: mil to mil divorce, one person in Florida the other in Europe

I recently PCSd to Florida about 3 months ago and my husband is currently stationed in Europe. Would i be able to file for an uncontested divorce in Florida even though i do not meet the residency because i am military? Also, would he be able to sign the divorce papers in front of a notary and mail them back to me or would he actually have to come back to the states and go to the final hearing? we have no children and no property.
