Q: Neighbors dog attacked me and my dog on my property. What should I do?

My dog and I were attacked by a Rottweiler while I was taking my dog pee on a leash on my property. This is the second time it has attacked my dog and has been seen lose at times. I have injuries to my wrist and my dog has to the back leg.I called the police. Ems and animal contol came and I made a report.I went to the hospital my dog seems fine just a couple bite marks. I asked the owner to pay for hospital bills and he said he would only give me $200 and tries to act like it was no big deal meanwhile I was tramatized and am even terrified coming out of my house now. that barely covers anything! I cant even take my dog to the vet because I cannot afford it.
