Q: my 15 year old daughter got expelled it was her first time in a altercation in her life can I fight this?

the girl that my daughter hit was threatening my other daughter her twin who has epilepsy she was harassing her for at least two weeks before the incident happen my daughter did not go to the school about it but she did come to me and I told her that the girl isnt goung to do anything her twin sister as I spend it for 5 days for being there when it happened they said she was in a intimidating manner. Also I asked to see the tape of the fight and any type of files or records or stuff that is going to be used against them and they refused to show me anything.I feel this punishment is to harsh for a first time altercation. . Can someone tell me what I can do?
