Q: I am a renter in a townhouse development. The renter next door has a dog. Our rental agreement says no dogs

Complaints have been made in reference to this dog barking, being off his leash, and the renters not disposing fecal matter appropriately The renter now claims it is a emotional support dog and has acquired a certificate bought on the internet so they may keep this dog and presented this to the property manager. What are my rights as renter following the by laws and now having to deal with this dog next door. Can a complaint be made against this renter for fraudulent representation and be investigated under the fair housing amendment. The property manager seems willing to except the certificate but he not dealing with the dog I am
