Q: Do I have to give money back when a person pays a deposit down on a car to hold? He paid cash.

It's been 3 months since the deposit but he was supposed give us money in 2 weeks after that and didn't.

Q: this is a question about online shopping. I put an item in my cart and continued to shop the sale on the website.

I'm sorry for your ordeal with your electric bill. The Public Service Commission of West Virginia oversees public utilities - electric, gas, water, etc. Maybe you could contact them and ask if there is anything they could do to help.
