Entirely depends on how the warrant is endorsed. I doubt, but could be wrong, that a Judge would endorse a warrant to have a person returned to the jurisdiction for minor offences. The global pandemic is causing tremendous pressures and constraints on governmental services. They are still providing the required documents, albeit at a reduced number with additional criteria and prioritization. Doubt that it raises to a level of discrimination.

It sounds like they might be trying to get as much as possible up front, perhaps even agreements from you, that they know they won't get at trial. Depends where it happened in Alberta, your friend could either call the local police service (i.e. if it happened in Calgary then the Calgary Police Service) OR your friend can call the RCMP at 403-678-5516. The RCMP would be the best first call.

Call the police and report this. It's best that they hear it from you sooner rather than later. You are liable for road tolls, auto accidents, traffic and parking tickets.
