Yes. In fact, for crimes like these, the minor's cooperation may be irrelevant because all the alleged solicitations will be right there on the computer or phone.

If you are being sued, there likely was not a settlement with the plaintiff. Yes, the city can do that, but it has to provide just compensation to the private owners. Look up "eminent domain".
