Q: Can citizens place a local property tax limitation ballot initiative on a ballot?

Local govt has said it's unconstitutional, but quoted dedicated funds provision. The ballot initiative doesn't dedicate any funds; it just limits growth of property tax imposition.

Q: Is it legal to charge a lessee sales tax on their lease amount and property tax?
