Can a provatd contractor, who has been paid to design a state-funded project, submit a bid to build that same project when the it goes to bid? It seems like this may be a conflict of interest.

Theoretically, yes, although that is generally not how it happens. Once you give notice, they will generally ask you to leave shortly after that. The notice period rarely ever comes into play.

They cannot sell without your signature. However, if you refuse to cooperate, they can bring a partition action against you to force a sale, and that will be very expensive, and the court fees and costs will come off the top or might even possibly be charged to you.
