Parental rights are not independent of each other. Now that thr state has taken custody, he has no rights to sign away. If someone else has helped to care for the child, that person can hire a lawyer to intervene in the juvenile court case

Q: What steps to take for my husband to adopt my daughter? Her father isn't on the birth certificate nor part of life.

He is on child support but is over $11,000 behind. Also 2 years ago he wanted to sign over rights so he will most likely gladly sign them over so he doesn't have to pay.

An attorney familiar with adoption law can help you. Intrafamily adoptions are fairly quick, assuming the biological father does not object (or if his consent is not required) and they are generally less expensive than other types of adoptions.

You need to have an attorney involved as soon as possible, so that pleadings will be ready to file as soon as the child is born. Speak with an attorney who handles custody and family law matters. Good luck.
