The notice saying you need to send proof would say who it is. If your license is in Mississippi it would be to the department of driver licensing. Your state police should be able to tell you.

I believe it's 63-3-603 and that says only in the turn lane when ready to make the turn. That doesn't mean immediately but it doesn't mean a block before.
