If it is directed at you for a specific attribute you can start with a group that assists those with that attribute--NAACP, Lambda Legal Defense, etc.

The DA's Victim Assistance Coordinator may be able to direct you.

Threats would be a police matter.

You can file anything you want but proving it would be near impossible. You also run into problems if you are suing a foreign government. Finally, if you were not injured, you have no "standing" to bring a claim.

Have on their website? I also have been dealing with retaliation from this former employer that directly caused further damage to my heart due to loss of income and medical expenses nearly $250,000 from fraudulent accusations that have been proven false by Pa. Unemployment.
