Q: Does the green card holders need to live in U.S the entire time, in order to sponsor immidiate family?

My mom is a green card holder but she does not live in the U.S permanently. She is only here once every 6 months. Is she still able to sponsor her child who is unmarried and under 21year of age? Or she need to live in the U.S permanently in order for the case to be proceeded successfully.
