A: In the realm of criminal law, they are known as public defenders. Generally a great lot of overworked, highly qualified attorneys whom are paid by the state.

For some civil matters there is a Volunteer Lawyer Program that is operated by the Bar Association along with Rhode Island Legal Services Corporation.
