Q: Mysister is mentally handicapped and lives in a condo in Florida.The HOA is threatening her wellbeing.How do I find help

My sister is mentally handicapped and lives in a condo with strict rules in Florida. The hoa has rules about not replacing dogs once they die. She walks dogs for neighbors when they need her. She has a cranky neighbor stalking her and taking picture of her walking these dogs. The HOA keeps sending her threatening letters and has now told her in a letter that she is not allowed to walk dogs at all. It is sending her into a severe anxious state, causing several visits to the emergency room for panic attacks and causing her to have increased seizure activity. I want to help, but don't know how to get legal advice for her. I feel as the the HOA has taken power to a level higher than they should be allowed. Any advice is welcome.
