Does the reform mandatory minimum sentencing law apply to him ..or is they any law that will to help him out?
A: While I am aware that reform laws have been introduced at the federal level, and your description sounds like a federal sentence, I do not think it has yet been enacted. So if it is made law, one cannot know what its final form and effects will specifically be.
