A: Go see a family attorney about this. Has paternity been established in court? That is the first thing that would need to be done to establish his rights. The mother has the final say if paternity has not been established in court. If it has, both parents need to agree on everything, and he would need a court order to move the child out of the state.

A: Grandparents have no rights. The child's mother has rights.
