Q: Who gets more child support a newborn or 4 yearold? The four year olds mother works while the newborns mother is on RIW

A: The missing element here is the Non Custodial parent's income. However, while the mother on welfare remains active, the state will likely only pass through $50 per month of the funds collected (and keep the balance themselves as compensation for the services the state is providing). The age of the child is not taken into consideration when calculating minimum support guidelines.
