Q: A 16 years girl (mentally handicapped) born at Columbus OH was abandoned in Pakistan in year 2001.Father is in Canada.

Father is not giving response.The girl is passing miserable life.

Father cheated the girl by keeping her travelling documents not to travel abroad.The child is in need of medical treatment and special education which is not available in Pakistan.

Is father responsible legally to take her care?

Can a claim of child support be lodged against the father in USA/Canada ?

I am her guardian without any resources.The mother of the girl was divorced in 2001 and got 2nd marriage in Pakistan and can not look after her retarded child.She was house wife when this girl was born in Columbus OH .
