Q: If a car owner leaves their engine running and car unattended. Is that considered negligence on their part

Someone ran into my house leaving a giant whole in it and busted pipes. Along with destroying the last few things I had of my husband. On July 18th around 3am someone ran into my home then fled the scene leaving the car behind. The car owner then reported the car stolen several hours later. The Sergeant in charge of the case finally talked to the person whom reported it stolen on July 30th. The person told the sergeant that they were not involved and had no clue who stole the car. The car had no signs of it being stolen at all. The person claimed that they left the car running because they were in the car listening to music. At some point they claim they went in and the car was stolen. The cops were on scene of my house at 3am but the owner did not report it stolen until 8:45am. Several hours later.
