Q: If a minority group gets the law changed, aren't they now violating the majority groups civil rights

I am trying to understand the civil rights issues in our day and age. Over my lifetime I have seen the USA go from a country where the majority ruled in many issues to the minority rules today. So if I take a subject like taking off "In God We Trust" off the dollar bill because it offends say 10% of the populations civil rights, aren't we now violating the right of the 90% that want it there.
