Q: Is Connecticut a "stop and identify" state?

Hypothetically, are you required, by law, to produce your license (or other identification) solely because a cop has asked for it? To give an example, if you're walking on a public street, to a store at 3:00am, could a cop stop and ask you to identify simply because you're wearing dark clothes and its a somewhat unusual hour. If there's no reasonable suspicion that you've committed any crimes do you have to give your name?
