Q: I was promoted & transfered by a large retail company. A year later I am doing the job but not being paid correctly

I was paid for 60 days my new agreed upon salary based on my completing management training which my manager will not send me to. He cannot find a good time to send me. I have been given the title, responsibility but no my agreed upon salary or bonuses. It has been over one year and even after approaching my district manager I am not being told when the training will be available or when my salary will be adjusted. Is this a legal action ?
