Q: Question about an I485 to adjust status so that my sister can attend her interview in the U.S.

Hello I have a question. My mother petitioned for my sister some years ago while she was a permanent resident. She has since become a U.S citizen and now my sister is over the age of 21. She is 25 to be exact. My sister is in the U.S on a student visa currently. My mother received a letter a while back saying that the petition I130 was approved and has been sent to the national visa center for further processing. We are wanting to file for an adjustment of status but not sure if we have to wait until we get the letter stating that there is a visa available? My mother called and was told they are working on priority dates for 2009 my mom filed in 2010. We want to file the adjustment of status so that my sister doesn't have to go back to Jamaica to do the interview once a visa becomes available. Is it possible to do so now or do we wait? Don't want to waste 1000 dollars for no reason. Looking forward to your response.
