Q: Brother gave dog to friend while sick to take care of. She took to shelter and put up for adoption instead!!

The adoption isn't unlawful--the shelter has enough to do without trying to take on animals that it knows it shouldn't.
The friend is the problem, but unfortunately I don't know that it's a crime to give away another's possessions --she wasnt being paid to keep the dog, so unfortunately the law doesn't give a nice legal answer, and doesn't impose a great duty on those who are volunteers--"here, take this...." doesn't make for a big obligation.
