Q: If someone is arrested on warrants and go to jail and they have a dog with them what happens to the dog. In Lancaster Co

Person is not the owner. Dog was stolen from the owner. Police report was filed in Lebanon county where the dog was stolen but the police sent it to Lancaster county where the person lives. Lancaster police refused to do anything saying it was a small claims court issue. Owner was required to renew Lancaster dog license or be held liable even though they were shown the police report.
