Denver, CO asked in Landlord - Tenant for Colorado

Q: Prop mgr implemented new rules and is threatening to charge additional fees to everyone if any one person breaks them

This is in the lease that was signed: “Resident herby agrees to be expressly bound by any and all rules and regulations currently in effect or to be generated from time to time in writing by Management concerning the use of the premises, and/or the buildings and common grounds upon which the Premises are situated, including instructions for care of the property. It is expressly understood by Resident, and Resident hereby agrees, that a breach of any of the rules and regulations caused by the Resident or their guests, shall constitute a material breach of the herein Lease.” But I am wondering about monetary fees?
