Q: can association change garage/building entrance from keys to fobs and request for renters only to pay for the new device

I rent from a private owner, the building just replaced the security pedestrian locks on the garage and building entrance, they put up a memo stating to stop by and pick up the new devices, when we did we were told renters have to pay $80.00 per device we need 3, is this legal? isn't this denying access to the premises where we currently have a lease?

A: Your contract is with the owner, not the HOA. So take it up with the owner, who probably has a duty to allow you access.
