Q: Is it legal for a realtor to withhold an offer?

We placed an offer on a home and were told the realtor didn't want to know numbers until his counter part (same broker) showed another couple the home the next day. Nervous about losing this house we came back with a full price offer. Today 3 days later their realtor came back and said he never gave our offer because the other couple offered more. I feel as though our full price offer was used as leverage to get more for the home. Are these action legal? or is this just an ethics issue we fell victim to?

A: No, a Real Estate agent must present all offers to the seller.
