Q: Is it ilegal to spy on somebody in their hotel room?

A: Without knowing the specifics I cannot give a definitive answer, but as a general rule, the hotel (and staff) cannot view or record within an occupied room without consent. There are criminal penalties (relatively weak) and civil penalties.
