Q: if a neighboor erects a barb wire fence in a property dispute how far from posts ( his ) which I dispute can fence be ?

I disagree w/ is recent survey , I had a survey and abstract done , we will go to court , he put posts and barb wire on his adjoining line running thru our back yard and up to my 8 yr olds play yard , NYS Ag and Mkts Man gave me 1933 Fence Law , he stated the Towns Tax assesor is " the fence sitter " in a dispute , I also have and gave the NYS Fence Law , to the Town's Assesor at a recent board meeting , I don't understand any of it , Assesor never knew he was " a fence sitter ? " , what is the law ? w/ Barb Wire / Electric Fencing being placed on Adjoining property lines ? He has Ugly bulls and cattle, my daughter has lost her Tree / Tree Swing , Her fenced play yard to play in , Given up her Dog she loved ( he wont keep his home their home 1/4 mi away ) , much of our back yard is encroached upon , Harrasement , vandalism, theft etc. I am disabled and seek pro bono :( , he owns 3 ways around us , we have 5 acres I own free and clear , taxes are pd.
