Q: What if the will left one sibling a dollar and the other the whole estate

A: In Texas a person can divide the property they leave however they like. They can even specifically disinherit someone.

A: I agree with the other attorney as well. Some wills are drafted leaving only $1 to an heir to confirm that the person was not forgotten but the person was not to receive anything from the estate other than $1. Now the excluded person may still be a beneficiary on a life insurance policy or other accounts depending upon specific facts.
