Q: How do I learn the procedure to file an Injunction in San Jose, CA?

The TSA has changed their procedure for passenger screening, and it involves directly touching the groin area. They have once again done this without consultation, and recent appeals court precedent seems to support the notion this is in violation of the APA. There may be other precedent supported lines of argument against this change including lack of an evidence base etc. Further I have a medical condition that makes that area painful. It seems that the right course of action is to seek injunctive relief. I may not be wealthy enough to hire a lawyer, but I vigorously believe I deserve equal protection under the law. I am aware of the precedent around this and feel I can construct an argument from it, if I am to set about researching and filling this myself and assuming I am going to file in San Jose, CA how would I go about learning enough, not about the law, but about the procedure, to be able to file an injunction - and for that injunction not to be catastrophically amateurish.
