Q: Can i investigate someone for their address with their name and phone number online?

A breeder sold us a puppy with parvo. He knew the puppy with 10 weeks had parvo! We have A LOT of evidence showing he knew. He met us somewhere to sell the puppy so we didn't have any address or any solid information to turn him into Riverside's department of animal services. He didn't want to refund us and he didn't want to help us. ALSO, he had at least 6 or 7 puppies. We bought the second to last he had. We also found more of his ads for the last puppy and in that picture the puppy is laying down, lethargic, and with a diarrhea spot right behind him !!!!! PLEASE HELP. We had the puppy for less than 12 hours and he started showing symptons. Parvo symptoms usually occur 3-10days after exposure and we took precaution to not let him in the grass and took him straight to our room. We also have a video that the owner sent us showing all of the puppies in an open field of grass playing around together. My puppy only had 1 parvo shot. He could have tooken way more precaution.
