Q: what possible to do with neighbor when a bad cats smell all the time comes from her house to ours?

Complain comes from all neighbors, not just us. Several months ago about 40 cats was taken from her . She was forced to throw 2 dumpsters of garbage. But still not enough. My mom started to get asthma attacks. It looks like she thinks she did enough and there is nothing else she is going to do. We pay double bills on heating because need to have windows open. The smell comes in waves through the ventilation system. Our houses are semiattached.
