Q: The father has not seen them in 3yrs but he messages me every 3m and asks how they are doing when is it abandonment

We were never married

I lived in pa then he moved to nc then i moved to ohio six months after

He left all the time herion addict got caught ratted out people then ran.. then never went back to court for that hearing

He is on the twins birth certificates.. whats the next step i should take so i can move on with out him being baggage..he also pays no support not even court ordered never been to court abiut any if this

A: HIs name on the birth certificate is not sufficient. Since you were never married to him, he has no parental rights until he establishes paternity and files in court in Ohio to try to get any parental rights. If he does that, the court will order him to pay child support. You do not have to give him any contact at all, with you or the children, until a court says so.
