Q: Does a husband have any rights to property that was left as homestead to her children?

My mother passed away in 1992, and left her land and house in the Estate. At the time she had 5 living children, and now there is only 3 of us. One of my sisters lived in the property for 23 years until she passed away last week. She recently got married in May, and her husband is under the impression that the property belong to him. In 23 years, no taxes on the property has been paid. They basically lived there for free. My oldest sister is planning on moving back to the property, and we are going to settle this debt that was incurred due to the lack of payment by my sister that has passed. My thinking is he has no right to anything that my Mother owned. Can you please advised of what he is entitled to? They were married for 3 months.
