Q: Can my neighbour dig a my waste pipe up that was agreed to be laid under his garden?

2 years ago my neighbour let me lay a waste pipe under his garden. we have now fallen out and he has dug the pipe up and removed it. It cost me over £1000 to have this pipe laid and fitted and was only done because this was the only way to give my back garden any way of disposing of rain water. I have know built a decking area and hot tub over the pipe so have no access. this is leading to my garden flooding. Were do I stand?
