Q: Nonmaterialized promises of promotion?

I work for a company in Florida. I interviewed for a position that was not posted but was told was approved. I was then told multiples times verbally by my director, and two managers that I was going to receive my offer letter. Personel changes occurred at the CEO level, and now I can being told my promised promotion is being opened up for more applicants to justify the title change and pay increase, and I would have to reapply. I did not receive an offer letter because they were working out compensation details but I do have an email requesting a status update for my promotion from weeks ago. Do I have a legal leg to stand on here?
