A: The Executor must make distributions as stated in the Will. The Executor cannot change the Will.
A: Your question is confusing as to whether or not the person who left the will is living. If they are still living then an executor does not have power for anything and further, a will must be omitted to probate by a court before it is ever considered valid. Just because someone has a will, it may not be valid and an executor should not act until appointed executor by the Court.
If your parents are living you may have guardianship or power of attorney issues instead.
