Q: NYC Landmarks Preservation Commission, Title 63, April 24,1990,

lists "Upper West Side-Central Park West" as a designated Historic District. The map shows 54 West 94 St, between CPW & Columbus Ave, as the west border of the district. The West 94 St block between Columbus & Amsterdam Aves is outside the district as shown on their map.

QUESTION: Has the Historic District been changed since 1990 to include the 94th St Columbus to Amsterdam block? This pertains to replacing an existing window, which faces a rear courtyard, with an identical window, in a brownstone bldg. These bldgs were gutted & renovated in the early 1960's, and there are no significant architectural features or historic windows in the area. Managing agent claims we need to adhere to Landmarks Commission rules -- I say no: bldg not in Historic District; window faces rear, not street; replacement window is identical to existing; no architectural features; many other windows in bldg & in area replaced with varied styles. Can we proceed with replacing the window?

A: A historic district and a landmarked building are not the same thing. A building can be landmarked without being in a historic district.
