Q: We own apartments. The sewage company in our county bills us higher than any other business. Is this legal?

The rates are posted online, but state they are different for multi-unit buildings. They do not charge extra to hospitals, nursing homes, or any other business. Everyone else's bill is figured on usage except landlords. We pay quite a bit more for just one building.
