Q: I rearended someone because they stopped for a skunk. The police sited the other driver. Is my insurer still liable?

Depends what the driver was cited for, when they stopped (i.e. immediately before the hit or when you were 1/4 mile down the road and could see them.
However here's how it plays out--even if you are not at fault the other company will claim you were, and may fight hard that point.So if you have collision look to have your company pay and they go after the skunk fancier.
