Q: Incomplete and biased investigation done by High School Board of Education pertaining to discrimination

I had filed a discrimination complaint with my son's Board of Education at their school. The Board of Education responded that the school attorney would conduct an investigation, which she did, and determined the school was not guilty. When I received the board of education's decision I then filed a petition with the New York State Education department commissioner. I received my decision recently but want to file an objection because I allege the investigation was not done thoroughly, as the most important teacher pertaining to the matter was never interviewed, and the school attorney who conducted the investigation then represented the school district in court, which I believe to be biased. Can the school attorney investigate my complaint of discrimination at the school level and then represent the school after I file my petition to New York State Education Department?
