Q: Can an employer allow one employee to work remotely but not another for someone in a very similar role?

Our company allows multiple people to work remotely but does not allow employees who are near HQ to work remotely. Most of the employees that can work remotely are brand new and are managers and senior level employees, yet local employees with over 5 years experience are not allowed to work an occasional day at home. Is this some type of favoritism?
