Q: Real property was devised between two siblings. One sibling died and the other sold the property without informing heir

The property was held for sixteen years by owner until they defaulted on loan. It was then auctioned off at the courthouse. The buyer can't close without the heir's permission. What are the heir's rights to the property and what is the process going forward if the property is technically owned by the heir?
