Q: Sold a van for cash last year and was just notified of 10 tickets associated with its VIN but different plates

The vehicle was sold for $400 cash due to mechanical issues. The guy simply put other tags on the car and drove off, I didn't realize I needed to hold him accountable to registering myself. Nine months or so later, the notice about its towing and auction came to us. A month after that, a list of tickets from the Philadelphia Parking Authority came to us. What's weird is that half of the ticket dates preceded the date of when I sold the car. Also that most of the tickets were already in default and too late to contest formally or contest in court. PA and NJ DMVs have both given us different answers (file this form to get a proof of not having a title for the car, file that form to prove we never registered with that plate). Parking Authority denied half of our dispute submissions for being "too late" (we were not informed until they were already a year past due) but the rest of them are pending. What kind of proof do we need and how do we get it?
