Q: When you come from a state that has a law saying one thing and another has a law saying another, how can you know?

On our way back from an overnight trip to New York City, my friend who had driven the 5 us had gotten pulled over in New Jersey for speeding. On top of that summons that was issued to the driver, the officer gave the three passengers in the rear a summons for $46 as well for failure to wear a seatbelt in the rear of the vehicle. We are all from West Virginia where it is legal for rear passengers over the age of 18 to not wear a seatbelt, so my question is were we supposed to somehow know the law in New Jersey? And would it be possible to fight the summons

A: When you travel to another state you are implied to know the law of that state and thus if you don't follow the law you are subject to getting a summons. Can you fight the summons, sure, can you win is the real answer and based on your defense I predict no.
