Q: "tenant at will" with no written lease wants roommate to vacate dwelling unit in Middlesex Co, Virginia.

I rent a mobile home to a young man under a oral agreement to pay rent and utilities. There was no security deposit required. He struggles to pay each month but manages to pay in full but is always late...and I do not charge a late fee. He asked me if a friend could move in to help him pay half the rent and utilities, so I agreed. All was good for a few months until his friend was laid off from work. Its been 3 months now and his friend is content to have no job and not paying any portion of the rent and utilities. The young man has asked his friend to leave, but the friend refuses stating he cannot make him leave because of no written lease. The young man has come to me asking that I write a 30 day notice to his friend to vacate. The young man still pays the rent and utilities in full but is disgruntled with his friend not helping out with any cost. I'm assuming both are co-tenants now. Can I write a 30 day notice to one tenant but not the other under a no written lease?
